Explain phone "unlocking" to me

What's the pros and cons?
How easily is it done?
What exactly does unlocking do? If I have a Verizon CDMA that is unlocked, can a att customer buy that phone and use it?
If so, why doesn't everyone unlock their phone before selling?

Unlocking makes the phone usable on any like network. However, you still can't use a CDMA phone on a GSM network and vice versa. For example, I unlocked an AT&T iPhone for my wife to use on Straight Talk. I had to pay for it to be unlocked, because I'm not an AT&T customer.
