Cyrus the Great. He was the first leader to create human rights, he didn't believe in slavery and after taking over nations he allowed the people to believe in whatever religion they chose. He was a great tactician, so much that Alexander even paid tribute to him. Our founding fathers based the Constitution off Cyropaedia.
