Hannibal was a badazzzz. Dude marched a while army elephants and all to kick some Rome arse. That was only gonna work so long, but to do what he did was a real achievement.
I also tend to lean to the underdog. The resources someone has at their disposal should count for something.

Hannibal was never actually the ruler of Carthage though, hell the Leaders of Carthage didn't even really like Hannibal, he was a bad arse though.
My vote goes to either Caesar Augustus or Nelson Mandela. Being a great leader doesn't have to mean being a great conqueror
