Yes. The newer synthetics also target CB1 with a notable absence of CB2 affinity. More importantly, however, is their ability to activate the receptor as full agonists, as opposed to partial agonists like THC proper. Their binding half-life is also significantly longer. A (likely) less important but still significant difference is that natural plant marijuana contains a number of cannabinoids, one of which is cannabinadiol (CBD) which has essentially the opposite effects of THC (it's anti-psychotic and responsible for the anti-anxiety properties in some strains of weed, as opposed to the THC-heavy ones which are more pro-psychotic and more likely to induce anxiety).

The fact remains, however, they all, including the newer versions, target a common receptor. Thus the term "synthetic marijuana."

Louisiana actually signed into law outlawing the growth/production/use/consumption etc of every known cannabinoid and blanket phrased "any analogues thereof" in hopes to quell the created problem you speak of. I'm not suggesting it was the right or the wrong move or that it has any effects on what's happening/going to happen, but the "you can't ban a substance because they'll just make one like it" argument makes much less sense now (key word: now) with the way the law is written.
