The only people who would be keepers are the ones who were drafted. Now if one of them got hurt so you dropped him then I understand that but things like that will happen to everyone.
For instance, I would absolutely be keeping Josh Gordon in the 9th round but since he will be out for the year there goes my best keeper opportunity.

That's my point. I draft a guy who gets hurt and keep him on my roster the entire year b/c I plan on keeping him. Then the following season we have a few new owners so we just do away with keepers? I would be pissed that I kept the injured player on my roster the entire season.

Players is suspend so you aren't keeping him, not because of a league rule change.
