Definitely. There are a multitude of reasons why blacks live in disproportionately high black population areas compared to other races.

In the end though, it is more apt to state that these areas are economically segregated, rather than racially. The fact that there is a disproportionate percentage of blacks that are poor is an external factor when discussing current segregation causes/characteristics, IMO.

You may disagree with that though.
