Follow the money. Miley's stunts have earned her a lot of press and she's selling albums and tickets off of it. Lindsay Lohan being a crack-addled gutter slut has just been sad and has kept her from getting work. The last thing she did was a shitty quasi-porn. One person is benefitting from their antics, the other has been ruined by them. I think it's clear that Miley's are largely planned and intentional provocations whereas Lohan is a burnt-out addict.
