I don't know about this particular incident but my wife pointed out something last night I thought was interesting. The fact that they would rather be seen as completely incompetent rather than have the content of their emails come to light ....that says a lot.

The only reasonable explanation, especially in light of the fact that this excuse has now been used by two separate agencies, is that the directives came straight from the White House.
