To be honest, I believe it called for a contingent, but I'm not sure. I would have to research it, something I can't really do right now (work computers). However, Al-Maliki refused to authorize lease renewals for our bases. Unless Obama had played hard ball with Maliki, we were being kicked out, whether we wanted to go or not.
The real issue is all of the leniency we (both the Bush and Obama administrations) have given the atrocious Maliki regime. The guy has been a sectarian thug through and through.
