The telephone metadata program is an anti-terrorism program that can map communications made by a "dirty", ie terrorist, phone number overseas to a number within the United States. It certainly doesn't provide a failsafe against attacks but is one of many tools used by the IC.
This program is the only program revealed by Snowden that is "inward looking". It's highly overseen and has been regularly briefed to Congress over the years.
But it doesn't really do much good if every terrorist knows about it.
