No, it is not. If it were controlled at the federal level, how any states do you think could opt out?
Louisiana has the right to change anything it wants at any time, and just because state competency scores versus other states are aggregated at the federal level doesn't mean it is controlled at the federal level.

Proof, please. Since you are 100 percent wrong.
It was craated by a group of states and governors, OF WHICH JINDAL WAS ONE. The ONLY involvement that the feds have is that they are encouraging the use of it, via race to the top funds and block grants.
