Slight disagreement. From what I understand, it was a three round mission (one spotting round on target, two rounds fire for effect) that killed the two CIA contractors (former SEALS). As you are alluding to, that is not done haphazardly. It requires tremendous skill and (more than likely) pre-registered fires (either by firing a marking round or pacing off the target from a known reference point). You just don't "hip shoot" a mortar with that accuracy.
Bottom line - this was not a "random, spontaneous" event (as you have already stated).

Five rounds total. First long (injuring Libyan "friendlies" inside the Annex compound), second short, last 3 struck the roof, inflicting the two American deaths and two very serious American injuries. It was the first and only mortar attack on Sept.11-12, and very possibly involved individuals who were nowhere near the Special Mission Compound 7 hours earlier.
