My little girl didn't walk until 18 mo. She didn't care to pull up or anything. When she was ready she hopped up and took off!
Was your little one a premature birth? That can delay anything. I was 8 weeks early. Delayed speech and walking for a while.
Talk to her pediatric doctor. Not every horror story on the webs.

Had her 9month checkup and doc calmly recommended PT. Didn't seem worried or too concerned about it.
If she's on her stomach she can push up and lift her head up very well. Just not pulling up or rolling over. Can't bring her knees up when she's in the push-up position to crawl.
