Allow me to explain the OP's question, since apparently he didn't get his point across or, more likely, most of you didn't actually read the OP and just saw the words Obama/Iraq/Blame and started shooting from the hip.
Bush Planned and implemented the withdrawal from Iraq.
Obama continued with Bush's plan.
Obama claimed full credit for the withdrawal.
The question is:
Will Obama now blame Bush for pulling out too early causing the current unrest in the country after he falsely claimed responsibility for the pullout?

You're missing a step in there... IIRC, the Iraqis BEGGED us to stay longer in order to stabilize things and Obama basically told them "frick you, we're going home."

You certainly put that across more clearly than the OP, but it obscures whatever debate there is to be had. Obama took credit for completing the drawdown though it wasn't really his plan. Presumably he could have extended our presence if he were willing/able to push hard for a renewal of the SOFA. But he didn't. He pulled out and took credit for ending the war on Bush's timetable. Um, big whoop.
Now that Iraq has devolved into the near-unsalvageable clusterfrick that many saw coming as early as late 2003, the pertinent questions will be (1) how did we get here, (2) who's responsible, and (3) how do we avoid finding ourselves in Vietnam 4.0 in another 10 years time. Perhaps you can start a thread on that. Aside from the Iraqi government and the Sunni Islamists, it's pretty clear who the blame falls on (esp. WRT our country). But there are other issues to discuss.
