The front storage on all the kayaks I've seen in person and fished out of have front hatches that are not accessible while on the water.
Hobies being the exception. They have a large front hatch with a removable liner. Works great for fish.
There may be some others that you can get in, but I haven't had any experience with them.

90% of front storage sux. Unless you buy the Hobie. Picture the stank inside your hull with melted ice and fish slime, plus 100 degree temps.
I have the prefect bag for you. Stores up front. Expensive though. I have to bring Ms. Alex the cart, so I will show that to you.
