My BIL got into the app making business with zero app making knowledge. He basically acted as a project manager and hired people to do the work for him. Worked out pretty well for him. He's had a couple apps hit #1 and bringing in very solid money every day and has gotten some pretty good offers on his games. So find someone who knows what they're doing and go from there.

Yeah this is exactly what i want to do. Question is where do i find these people? Flyers on campus? Craigslist? Monster.com?

He reached out through friends to find people. He's a people person, so he knows half the people in this world, and the people he doesn't know, he knows someone who does. One kid is a 17 year old programmer. Another is the member of pretty successful indie rock band. Another is a college friend. Then a couple other random connections. Most of the money spent went in to marketing and PR type stuff. Facebook, adds in other games, getting reviews published by media outlets. That sort of stuff. Paying himself and his staff has been basically a percentage of profits up until now. They're a little bigger now, so things aren't quite working that way anymore, but that's how he started.
