Neither answer is right or wrong and it's a very subjective question. There were some glaring issues in 2004 that really and truly haven't been rectified. The 2014 version of the city is optimistic, but it's ambiguity is overpowering the identity of what the city wants to become. It's still corrupt and crime ridden compared to other US metros with similar population.
As far as the young professionals go, no, they're not flocking to NOLA. Sure, hipsters are gentrifying bayou St. John and the Bywater, but there is still much work to be done from an aesthetic standpoint, as well as economically.
