I simultaneously blame the employer while understanding their plight.
You do not need a degree to start at the bottom in a lot of companies. My dad went mail room to board room, and that just doesn't happen anymore. It should, but it doesn't.
On the other hand, companies have to be able to distinguish between candidates, and with the ubiquity of college degrees, not having one is an easy application discard.
In an ideal world, we'd make college harder to go to, probably by making college significantly more difficult and cutting the number of colleges in half (or more). We'd also greatly increase the value of high school, making employers more willing to take that chance.
