The M855A1 cartridge is the Army’s fourth version of a lead-free 5.56 mm projectile, capping a 15-year effort that quite likely consumed $100 million.

$100 million buys a lot of Norinco ammo.

Why exactly does the Army need a lead free cartridge?

All copper projectiles are awesome if they are hollow points. They retain all their mass when hitting fleshy targets unlike copper/lead rounds, as they tend to break apart.
However, I am not sure the .mil spending this much coin is worth it. We shall see.

Military can't use hollow points

Technically. They are using "flat point"

Hell of a lot cheaper than the decades long forecasting of lead abatement for the ranges. It's going to cost far more than $100M to get the lead out of the existing ranges, doesn't make too much sense to put it right back it. Also the copper/steel composition is easier to recycle. It does what it's supposed to do and does it well.
