Because Tyrion had been socializing with a cutthroat sellsword he knew would fight for him, and the second time he did it to simply spite his father and ruin the name of House Lannister.

What motive does Ned have, and who would fight for him? Barristan may have, but he's been dismissed and is wanted as well, and the next person who would fight for him is 1,000+ miles away. Why would Ned ask for such a thing when it would endanger his daughter's life and the Wall wouldn't be all that bad of a fate for Ned since he'd still be in the North and regularly hang out with his brother and son?

Also, Ned wasn't even on trial which is the biggest thing here. He somewhat confessed to "his" crimes so that he could take the black; he wasn't on trial for anything in order for him to request a trial by combat.
