This guy is without question some combination of:

-being socially awkward to the point where no one will give him an opportunity after interviewing him

-unwilling to move to take a job

-overvalues himself to the point where he won't take a job less than what he thinks he deserves to build a resume and into the workforce

-didn't bother to acquire any meaningful experience while going through school

-lacks introspection and believes he is entitled to every job he applies for, causing him to continuously aim too high
