Law is a great "general degree." But it's not a good choice if you spend 200k for a mediocre school where you do poorly and you have 160k starting expectations.
If you can pay 40-60k (or less) for a top 50 school, do well, and have modest expectations, it's still a good choice. Need to cut # of law schools in half, though. ABA is terrible at not diluting the profession.

What I would tell this kid:
80% of a university's cost is people.
Printing costs are a spit in the ocean for a university's budget. You can't fault a college for asking for money. They are supposed to ask for money. You can say yes or no.
If you want to demand accountability for spending and suggest where the cutting can begin, direct your anger at administrative costs. You can cut people and run a tighter ship, but just realize that your university will not be "bigger and better" than before for every successive generation.
If you and your university community are okay with that, go for it. But I expect that neither is okay with that. Everyone wants their alma mater to grow by leaps and bounds with every new generation, but they sweep the bloat that comes with it under the rug. Someone has to step up and say you can cut my university first. So far, no one has.
