Does anyone understand how that process works? Why did the pull 4 balls before each pick? How does having 14 balls in the lottery machine weight it more towards the teams with more losses?

Each team gets X number of combinations. The Magic got 25% of them and so on and so forth.

I guess the 14 balls represents the exact number of lottery teams and the likelihoods they want each to have. I would have assumed it was hundreds of ping pong balls with team logos until I watched it.
