He doesn't exactly seem raw like a Martavis Bryant/Kelvin Benjamin type. He really looks like the most skilled WR in the draft right now. If he's Watkins's height, he goes before Watkins does.

i saw a good # of OSU games last year and he was always touted as polished. this was before he ran his superman 40
