I really don't know. I don't see where she profited from her actions so it's unclear to me what the real issue is here.
I can understand her asking her husband for some probono advice on the copyrighting process but I don't understand why she needed to attach the software code to her email to her husband asking for the advice.
It seems to me if her intent was to defraud the city-parish by stealing the software code, she's pretty dumb to have sent it via an email which would be very easy to trace. That's assuming she knows what she's doing.
But why did she have to give him the sourcecode for a question about copyright? That's a good question.
