It depends on what you're trying to do with it.
If she's going to be using it to just goof off and watch internet videos, a mac book is an easy answer. They're reliable and easy to use if she already has other apple products which it should work seamlessly with.
If she wants to do any kinds of games or lots of word processing, excel, ect, a PC laptop might be a better option.

why?
i have the full microsoft office suite on my MBP and while i'm not a gamer I would assume 16gb of ram and an Intel i7 would handle anything I threw at it
