Two comments about this magical poverty line:
1. It assumes someone is in poverty unless they can afford such luxuries as television and gaming consoles, which is beyond ridiculous.
2. It will forever be a constantly moving target. It is literally impossible to move everyone above this magical poverty line because higher wages leads to higher cost of living as the cost is passed to the consumer. This is very basic math.
