well regardless of what mainieri thinks, the laws of physics disagree with him. lower seams means less drag. less drag means balls will travel further.

Less drag also means pitchers will gain some speed on their fastballs.

It will have some effect but it won't be that drastic. I don't see scoring increasing all that much.
