This could improve the D-League but not for the reasons you mentioned. They may increase the salaries making it a more desirable destination for a broke college kid.
A NBA lottery team isn't going to use a top 5-10 pick on a star and immediately send him to the D-league just to save money. They need the help and this would enrage the fans and the player.
