For scenario 1, Southbound has full green. Northbound has red except for protected right turn arrow. Intersection in example is Louisiana/Toledano and South Claiborne.

I've never seen a light that had a green right turn arrow when on coming traffic has a green and a green left arrow. Accident waiting to happen.
