That requires things like actual police work, risk, violence, possibility of an incident, bad neighborhoods, resources they dont have because they spend them on pot raids, and a willingness to actually try and make a difference.

Of course. They're padding their stats. They want to keep the money rolling in for their cool gear and outfits without any of the risk.
They're really not that good. The last time they went up against armed men who were ready to defend themselves that got their arse kicked and ran away. Then they used a tank to burn down the building. See the thread on the first page about Waco.
