Not a federal crime. That's a state crime. And the McLennan County Sheriff's Office could have picked up Koresh any morning on his daily jog, had they had enough evidence to arrest him.
Which they never could get, because in any cult-type situation (such as Jeffs group), victims are conditioned not to speak out against the cult or face losing all contact with family and friends.
