Kevin Feige is the correct Answer. He's constructed this whole world. Whedon's talent was in bringing disparate parts into a single movie, that's his skill. Whedon has little to do with the world construction and the overall billions being made by Marvel and Disney outside of The Avengers.

With that said, Feige is making bank for Disney as a producer, I'm going to assume he stays on for a long time. Whedon may or may not be done after A2. You never know. This is Whedon's bread and butter, comic book nerd stuff.

IF MCU happens to lose Whedon the Russo's, who are still young as well, have proven themselves more than capable with Cap 2. They have Cap 3, but given their background I can see them doing anything. James Gunn is in the middle of his career, and can do more movies. And given his bend on Guardians, he might be in line for the A3-Thanos gig. It makes sense.

Shane Black, while Iron Man 3 was dull, is better than that. I'd give him another shot. Alan Taylor made an underrated film in Thor 2. There's always Favreau coming back too.

Whedon is not the end all be all. He's a big component for one line of films, but they've compiled a stable of young talent to last for more than a few years.
