Not at all.
While having Zola in there could have been nothing but pure fan service, it would seem a little weird that he could last that long on super old tech in an abandoned bunker predicting what everyone will do only to blow himself up when Cap finds him.
HYRDA had somehow found a way to hook up a USB port to him so I would be surprised he wouldn't have thought to download his consciousness onto that memory stick so he can live in another computer.
I mean, all that planning and he had no escape ready?

I think the implication is that Pierce was using Zola. He says, "I already lost Zola" to WS. So he's wasn't off and then suddenly turned back on. He's part of it all along.
