I read with great dismay your bill proposing a moratorium on new municipal incorporation in the state. I have to question the intent in doing so, as it seems like a bill designed to derail the current St. George incorporation effort by forcing a halt and then a restart to the effort under new rules which have yet to be determined.

I would fully support the bill were it to state that any effort underway as of the effective date of the legislation would be allowed to continue under current rules. As written, the bill seems a slap in the face of citizens who are trying to create a new city for their families using the existing and accepted law of our state.

I must vehemently protest this bill and respectfully request you withdraw it from consideration until such time as it can be rewritten in such a way that it will not "change the rules in the middle of the game."
