The article clearly says no city, no tax.
And to start a new city the folks have to vote.

No vote is needed for the 2% taxes. Of course the city has to be voted on.
No where in the bill does it say the 2% sales tax replaces what is already being collected. It says the existing sales taxes will continue AND up to 2% sales taxes will be levied for up to 4 years until tax votes can be held.
If the 2% replaces existing taxes the bill is very poorly written obfusicating that idea.
I can't copy and paste from the bill's document because I am on my iPad.
