Younger guy here (31), but Jamarcus seems like the easy answer. That kid's physical tools* were unmatched among SEC QBs I've watched over the past ten years. Such a waste that he couldn't give enough of a frick to focus on the game.
*ETA throwing tools. Overall physical tools/heart would have to go to Cam or Tebow.

Jamarcus (Said he could throw to the endzone from the other 20 on his knees. Heard he stood in the endzone and threw a ball out of the stadium.)

No doubt its Jamarcus. But people are sleeping on Perrilloux, he would be in the top 5 for sure. He had a cannon.

Jamarcus' arm was almost TOO strong- he never could really find the right touch on his deep ball. I remember him overthrowing too much early, then underthrowing deep balls as a junior.
On the other hand his intermediate passes were generally incredible. Some of the plays he made in the Tennessee, Fresno State, and Notre Dame games in particular were just STUPID.
He was a pleasure to watch at LSU, and he won a lot of big games for us. I'll always be a big JR fan.

I don't think this is a remotely debatable topic. Personally, I truly believe Jamarcus Russell has the strongest arm in the history of modern football

Bert Jones had a gun, but IMO Jamarcus probably had the strongest arm of anyone that played in the NFL much less LSU. Of coarse a million QBs were better then him, but he had a bigger arm then anyone I think.

Jamarcus Russell had the strongest arm in the league when he went so I don't think it's a question about college. Also had the dumbest brain as well.
