its not a 3 team league
the players can play in other leagues for the world market value if they wish
no league that small would have much value anyway

The free market is the world market. No one is saying that these guys HAVE to play for the MLS, they don't and many don't.
If Team C is left unchecked, then Team B and A would be forced to spend more, or never win thus putting them out of business.
Then Team C is left to jerk off with 20 of their imaginary 3-Team League Champion trophies.
