Not necessarily. The port and a lot of industrial areas are east of downtown as you travel down I-10 so it gets pretty rundown. No one is jumping to live in San Jacinto or Channelview. Once you get a ways out there are some cookie cutter neighborhoods that are new.
Kingwood is nice and about 35 miles NE of downtown but 180,000 isnt getting you very far.
