compensatory picks are awarded to teams that have lost more or better compensatory free agents than they signed in the previous year. Teams that gain and lose the same number of players but lose higher-valued players than they gain also can be awarded a pick, but only in the seventh round, after the other compensatory picks. Compensatory picks cannot be traded, and the placement of the picks is determined by a proprietary formula based on the player's salary, playing time, and postseason honors with his new team, with salary being the primary factor. So, for example, a team that lost a linebacker who signed for $2.5 million per year in free agency might get a sixth-round compensatory pick, while a team that lost a wide receiver who signed for $5 million per year might receive a fourth-round pick.

the real short cliff notes is that its 2 tier

First --- figure out how many you lost, and gained (note all must be qualified players -- expiring UFA contracts signed within a specific window, so you dont count RFAs you lose or guys you cut, or a free agent thats signed in July or a guy that was cut by his last team as examples of nonqualified losses and signings). If you signed more than you lost - nothing, quality doesnt matter. Signed the same as you lost, you can qualify for a 7th if the loss was major). Lost more than you signed, proceed to step 2

Step 2 - Cross out corresponding players and each list with the remaining losses that arent cancelled out by a signing being the ones that you use here. Find their average salary, and voila - you more or less know the pick. The cut offs arent announced, but typically by looking at the year before you can estimate pretty closely what the league used, tack on 5% and you get the new ones.
