900,000 x ($192 x 12 months) = $2.073B which is closer to 2.7B. But that article says $192 is the average for one program. $400+ is the average for the other program cited.

Sorry - my math was "decimal" challenged - 20% of 4 million would be 800k. The link I cited may be a couple of years old.

In any event, my 19.3% of Louisiana's population, should have read - 700k to 800k, minimum, not 70k to 80k - so there is no way the low numbers that triggered all this could be counting everything that actually is welfare as "welfare" (again, I would suspect even our TANF numbers are higher than that - after all, like I said, over 20k public housing units, and I do not believe that counts Section 8 recipients).
