Go to Dodge Forums in the caravan section there will be DIY info.
A brand new one starts with zero. A used one has whatever it comes with (most common)
You can get any set to what you want by sending it to someone who works on them.
sounds like wither they installed a junk yard cluster, or the van has over 219k miles.

Wouldnt it be noted somewhere what the milage was on the replacement cluster?
