This groups hired spin masters to create an "analysis" of the benefits of the subsidy. They use the term economic activity and budget cost almost interchangeably. They keep the other groups in a fog.

As I said before, just hang in there, dude. Somebody will eventually give you a speaking part, or buy that crappy screenplay you've been working on for 10 years.
