Thats not the main problem with raw milk. The main problem is overcrowding on the farm causing unsanitary conditions causing harmful bacteria to be consumed which then makes it into the milk.

I was raised on a dairy farm; we saved our Jerseys for the "house milk". A one inch layer of yellow cream on a jug of milk.
Still a few friends who dairy for a living. I imagine they'd be willing to farm and milk fewer cows and sell raw if the price is sufficient to make it viable. There would have to be a legal waiver signed by customers re lawsuits.
Last I recall...they got about $15 per 100 lbs; which would work out to about a buck fifty per gallon. Could probably get $7.50 right out of the cooler, and it might work. Problematic, no doubt.

A legal waiver wouldn't work in Louisiana, I think. I think it's against public policy to prospectively limit the right to bring a suit for damages.
But, you could use a document to show informed consent and a court might consider it.
