I am about to buy a subscription now. If I have $9 drafted each month, no contract or anything, I'll just enter the gift card and it will give me a credit. Correct?

About to buy this now. Save myself $30 over 6 months....not bad.

so I signed up with Plex last night

so I'm still trying to figure out if I need Chromecast or Roku

now with Plex, I can watch movies and TV shows that are on my computer on my TV

I have all Netflix, Prime, Hulu, etc apps on my TV already

do I need Chromecast or Roku? What would they offer that I can't get from my smart TV and Plex?

If you're talking about Netflix, before you do that, you should probably take the 1-month free trial that they (usually) offer.

Also, I'd consider adding the DVD feature if you're dropping cable if you don't want to occasionally buy DVDs and build a collection or frequent Red Box or the like. Sometimes the movie selection is lacking.
