Exploiting a weak position the US holds due to the inability to enact sanctions on Russia and exploiting the social and governmental upheaval in Ukraine.
His end game could be control of Ukraine but that doesn't have a bunch of benefits other than controlling a lot of land that has Russian pipelines running through it and a little better position within the Black Sea.
He doesn't have a bunch to gain from taking Ukraine IMO.
