My guess on this last episode, they'll find out where the scarred guy is, kill him and possibly get some more info that implicates the senator.
At the end of the show, they have a scene where the news is playing on TV saying how the senator is implicated, but we never hear what happens after that since the show will be done.
Even if he is, we'll never know any of the other "players" behind the scenes, the murders will keep happening (like that old lady said "death is not the end"), either Rust or Marty dies in the process and one of them (the one that survives) has a closing monologue about the case, or something about philosophy as they have alluded to in the show. (which makes me think that if one of them dies, it's Marty. Plus that last scene with Maggie with her asking him about saying goodbye, kind of gives it away, too.)
ETA: oh and we never find out when that dinner was, either.
