Yes, and no.

Looking at it from her (KGB/Russian) perspective, their actions are for the "greater good" and are; therefore, justifiable (just as the reverse argument was made regarding the Contras by the USA). If anything, she's not being hypocritical because in that scene she was still racking herself over letting the traitor kill the "true believer" for the purpose of the mission (in other words, Elizabeth cares where Reagan does not).

Meanwhile her and her husband kill all kinds of innocent people without bating an eye. She was ready to execute the trucker after he gave them the info. What job more represents the "workers of the world"?
