Actually, I'd say it's an audience participation catharsis. The first one focused on one house, one family, so it failed to provide this. I wanted to at least see cutscenes of cities in which people were robbing and wasting each other, just for a sense of perspective and the intensity of the overall environment during this time. The second one appears to focus on this.

And it's not all that far fetched. This is pretty much exactly what happens during times of war, in "the fog." It's not totally lawless, but it's damn close.
