Well 0% of blacks will approve of him, which makes up a large portion of this state. Also 0% of teachers approve of him, just those two groups alone gets you pretty damn close to those numbers.
Having a name like Piyush Jindal still doesn't fare well with some folks.

IMO a lot of people on the right have been more turned off by how he does things rather what he does. He's been very unilateral and heavy-handed, making significant decisions without even notifying, much less trying to work with, the people in the affected areas.
